FCI Herlong is commonly known as the Federal Correctional Institution, Herlong. The facility is a medium-security federal prison in California. The prison house male only inmates. They opened their doors in 2007. The facility is operated and managed by the Federal Bureau of Prisons.

Adjacent to the FCI Herlong is a minimum-security satellite prison camp that also houses male inmates.

FCI Herlong is situated in the northeastern part of California, relatively close to the Nevada border.

FCI Herlong is one of three prisons in Lassen County. The other two prisons in Lassen County are state prisons located in Susanville.

WHen FCI Herlong opened in 2007, half of the adults in Susanville was employed by one of the three prisons. All three prisons together house 11,000 prisoners. The three prisons today still make up as a major employer in Susanville.

Inmates at FCI Herlong can receive letters from their family and friends back home. With FCI Herlong being two facilities, you will need to double check if they are being housed in the main campus or at the satellite prison camp next to the main campus.

Inmates can receive magazines, books, and newspapers in the mail using the address above. You will need to have them sent directly from the publisher. You can do that through sites like Amazon. All books must be paperback, hardcover books are not permitted.

Do NOT send money to an inmate using the FCI Herlong address. All funds sent through the mail must be addressed to a processing center in Des Moines, Iowa. This applies to all Federal inmates, regardless of where they are incarcerated.

Email

The last way to stay in touch with an inmate at FCI Herlong is through email. Email is also through Trulincs.

The email program is funded by the inmate trust fund, which is kept up with purchases from the commissary, the telephone service, and fees paid directly to Trulincs.

Emails are monitored and screened for content not suitable for them.

Admissions and Orientation Handbook

Your first day in prison, you are bombarded with a ton of information. One booklet you will be giving is the Admissions and Orientation (A&O) Handbook. 

This handbook will supply you with general information about the prison itself alongside the prison’s rules, programs, and regulations you will have to follow while you are serving out your sentence. 

It will be in your best interest to familiarize yourself with handbook as it is your responsibility to transition smoothly to prison life. 

Commissary

The commissary was founded in 1930 by the Department of Justice. The Commissary was placed in all Federal Institutions. 

The commissary allows inmates to shop for “luxury” items while they are in prison. Funds are typically deposited by their friends, families, and their prison jobs. 

Inmates have a spending limit of $360 per month. The commissary is only open on a designated day of the week where they can utilize the shop. 

All federal prisons have their commissary list with prices available to the public.

Legal Activities

Even when in prison, you may still need legal counsel. There are strict procedures one will have to follow to obtain legal reference materials alongside their legal counsel.

There are also many opportunities to be taken advantage of to afford the proposal of legal documents when behind bars.

Visitation

Visitation is conducted on Saturdays, Sundays, and federal holidays between the hours of 8am to 3pm.  

The Special Housing Unit visitation is on Fridays from 8am to 3pm. Visits cannot be longer than 4 hours. 

Inmates are permitted to have no more than 5 visitors at once. Children under the age of 16 do not count towards this total. FCI Herlong has a children’s area for children between the ages of 5 to 12. Inmates will not be permitted in the children's area. Children must always be accompanied by their legal guardian. 

The visitation area can only hold 255 people at one time. When this number is reached, the first people in, will be asked to leave to make room for new visitors. The facility runs on a first in, first out basis. If you leave the visitation area for any reason, you will not be permitted back in for visitation for the remainder of the day.

The visiting starts in first in, first out type of fashion. No new visitors will be allowed in 45 minutes before the end of the visit day. 45 minutes before the end of the visit day officers start escorting those who were first in out of the visitor room.

Prison Life

FCI Herlong currently houses a total of 986 inmates. There are 877 inmates in the main campus at FCI Herlong, and the remaining 109 inmates are housed in the satellite camp.

FCI Herlong was originally designed to hold over 1,100 inmates. The satellite prison camp was designed to house just over 130 inmates.

There are three housing units in the main campus. All housing units are 2 stories tall and then divided into 4 wings.

The campus also has a Special Housing Unit. The Special Housing Unit can hold up to 180 inmates. The Special Housing Unit is separate from the general population housing.

The satellite prison camp has their housing units’ dormitory style. They have double-bunking. However, the satellite prison camp does not have a fence surrounding their premises like FCI Herlong does.

At FCI Herlong, they encourage their inmates to develop new skills to help them become law-abiding citizens through the Inmate Skills Development System. 

Inmates are also expected to sign up for educational classes and regularly participate in recreational activities.
