New Castle County Jail is in Wilmington, Delaware. New Castle County Jail started holding their employee orientation and training classes. It was not until a few months later that inmates started arriving.

Inmates can receive mail. All mail is scanned into the Smart Communications system and then available to the inmates.

The inmates then will be able to check their mail at the inmate kiosks. This is to keep both staff and inmates safe from things that people try and sneak into letters, postcards, and other postal mail.
However, inmates can still choose to send letters through the snail mail, but many inmates prefer to use the Smart Communications system to send an email because it is faster.
Both inmates and their family and friends must pay $0.50 per message. It also costs $1 for inmate’s family and friends to send a photograph. Inmates are not permitted to print out photographs.

If you are close to the jail, you can come in to the New Castle County Sheriff’s Office Lobby from 7am to 11pm minus holidays.
The last way you can send money is by going online and setting up an account with Access Corrections. There is a fee involved with this service.
Jail clerks are no longer in charge of setting up visitation appointments. In order to visit, you must have a government ID. There are only four people allowed to visit at one time.
Depending on what pod the inmate is being held in, visitation can be between 7:30 AM to 9:00 PM. Each housing pod has two designated visitation times.
All visitors in New Castle County Jail need to be registered, even children. You must call and schedule an appointment with 24 hours of the visit. You can also schedule visitation times online too.

The visiting starts in first in, first out type of fashion. No new visitors will be allowed in 45 minutes before the end of the visit day. 45 minutes before the end of the visit day officers start escorting those who were first in out of the visitor room.
