MDC Guaynabo is also known as the Metropolitan Detention Center, Guaynabo. MDC Guaynabo opened their doors back in 1992. This facility is a federal prison in Guaynabo, Puerto Rico. The prison houses both male and female prisoners. This facility holds all security levels who are either already sentenced or still waiting for his or her trial. The facility is operated and managed by the Federal Bureau of Prisons. 

Most notable inmates that served time in MDC Guaynabo are:

•    Jose Figueroa-Agosto: Convicted for money laundering and drug trafficking conspiracy
•    Emmanuel Gazmey Santiago: Convicted on illegal possession of firearms

MDC Guaynabo is 6 miles west of San Juan, but right next to Fort Buchanan.

Inmates cannot receive unused writing paper, unused stamps, and unused envelopes. These items can only be purchased through the commissary. 

You can send inmates books, magazines, and newspapers. The only stipulation on sending books, magazines and, newspapers is that they must be sent directly from the publisher using the address format above. All books must be paperback. Hardback books are not permitted.

Do NOT send money to an inmate using the MDC Guaynabo address. All funds sent through the mail must be addressed to a processing center in Des Moines, Iowa. This applies to all Federal inmates, regardless of where they are incarcerated.

Email

The last way to stay in touch with an inmate at MDC Guaynabo is through email. Email is also through Trulincs.

The email program is funded by the inmate trust fund, which is kept up with purchases from the commissary, the telephone service, and fees paid directly to Trulincs.

Emails are monitored and screened for content not suitable for them.

Admissions and Orientation Handbook

Your first day in prison, you are bombarded with a ton of information. One booklet you will be giving is the Admissions and Orientation (A&O) Handbook. 

This handbook will supply you with general information about the prison itself alongside the prison’s rules, programs, and regulations you will have to follow while you are serving out your sentence. 

It will be in your best interest to familiarize yourself with handbook as it is your responsibility to transition smoothly to prison life. 

The handbook is in English and in Spanish.

Commissary

The commissary was founded in 1930 by the Department of Justice. The Commissary was placed in all Federal Institutions. 

The commissary allows inmates to shop for “luxury” items while they are in prison. Funds are typically deposited by their friends, families, and their prison jobs. 

Inmates have a spending limit of $360 per month. The commissary is only open on a designated day of the week where they can utilize the shop. 

All federal prisons have their commissary list with prices available to the public.

Legal Activities

Even when in prison, you may still need legal counsel. There are strict procedures one will have to follow to obtain legal reference materials alongside their legal counsel.

Visitation

Visiting hours rotate at Guaynabo Medical Detention Center based on the housing units at the facilities.

The visiting hours at the MDC Guaynabo are solely based upon the housing units in the prison. Every 12 weeks, there is a new rotation. The housing units 1A, 1B, 1C, and 4C are not included in this new rotation. 

Visitors will not be able visit 75 minutes prior to the end of the visitation time. 

Inmates who are in the Special Housing Unit will get visits every Tuesday with 5 other inmates in the Special Housing Unit at one time. The visits are only an hour long.  Those high-security inmates in the Special Housing Unit will have visits on the 4th floor. The 4th-floor visits do not permit children under the age of 16 years of age to attend. 

Inmates can visit with other inmates. This is permitted on the third Thursday of every month, between the hours of 12pm to 3pm.

Inmates can have a maximum of 3 visitors at one time. Small infants do not count into this total. Only children that end up using a seat in the visitation area counts towards the visitor count.

The visiting starts in first in, first out type of fashion. No new visitors will be allowed in 45 minutes before the end of the visit day. 45 minutes before the end of the visit day officers start escorting those who were first in out of the visitor room.

MDC Guaynabo houses 1,324 male and female inmates. Even though the prison right now holds over 1,300 prisoners, the facility was originally designed to house 849 inmates.

The detention center is the housing building. It is a 5-story building. This building contains holdover inmates and pretrial inmates. The security levels in this building will vary.

All cells in MDC Guaynabo are two-man cells.
