CI D. Ray James is commonly known as D. Ray James Correctional Institution. The facility is a private prison. The prison is in Folkston, Georgia. The facility is operated and managed by the GEO Group. The GEO Group is in a contract with Federal Bureau of Prisons along with the U.S. Marshalls Service.
CI D. Ray James opened back in 1998. It holds Georgia state inmates. Back in 2010, the CI D. Ray James expanded. Since it was currently a state prison, the 1,800 inmates they currently had was transferred to other state prisons in Georgia. The inmates were then replaced with nearly 2,500 federal immigration detainees.
In 2016, Justice Department officials stated that the Federal Bureau of Prisons will be weeding out all their contracted prisons. It is since private prisons are not as safe and offer fewer effective services with little to no cost savings.
As of 2017, the agency is allowing all current contracts to remain until they expire.
