CI Rivers is commonly known as the Rivers Correctional Institution. The facility is privately owned federal prison. It is situated in unincorporated Hertford County, North Carolina. CI Rivers is operated and managed by the GEO Group. The GEO Group is in contract with the Federal Bureau of Prisons since it opened their doors in 2001. 

The prison is situated on 257 acres of land. The plan for CI Rivers was to house inmates from the District of Columbia. The CI Rivers is approximately from 200 miles from Washington, DC. 

As of the 2007 survey, nearly 66-percent of the 1,400 inmates were DC inmates. Then in 2009, there was around 800 to 900 inmates serving time under the DC law. Alongside holding the DC inmates, CI Rivers also contains non-United States citizens who are serving time because they violated federal law. Also, in 2009, there was around 400 to 500 foreign inmates. 

The first inmates to come to CI Rivers from the Lorton Reformatory of the District of Columbia Department of Corrections. This facility closed their doors in 2001. Most of the inmates transferred to the CI rivers did not commit a federal crime but committed a DC crime. 

Majority of CI Rivers inmates have a sentence of 2 years. Majority of the inmates are serving time for violating parole, or they were convicted of a drug offense.

Sending a Mail/Care Package

Inmates can receive letters from their family and friends. The letters cannot contain any unused stamps, writing paper. These items can be purchased from the commissary. 

Inmates can also receive books, newspapers, and magazines. The books is required to be paperback. Hardcover books are not permitted. All books, newspapers, and magazines are required to be sent directly to the prison from the publisher.

Do NOT send money to an inmate using the CI Rivers address. All funds sent through the mail must be addressed to a processing center in Des Moines, Iowa. This applies to all Federal inmates, regardless of where they are incarcerated.

Email

The last way to stay in touch with an inmate at CI Rivers is through email. Email is also through Trulincs.

The email program is funded by the inmate trust fund, which is kept up with purchases from the commissary, the telephone service, and fees paid directly to Trulincs.

Emails are monitored and screened for content not suitable for them.

Visitation

To visit an inmate serving time in the CI Rivers, you first must be put on their approved list.

When an inmate first comes to the CI Rivers, they fill out a visitor form. When they complete their share, a form is mailed off to those individuals who were listed on the visitor form and send it back to the facility. The facility may call and request more background information, if needed.

Dress Code

When visiting the facility, please dress appropriately. No miniskirts, halter tops, or other clothes not suitable for a job interview. If such clothing is worn, you will be denied visitation.

The visiting starts in first in, first out type of fashion. No new visitors will be allowed in 45 minutes before the end of the visit day. 45 minutes before the end of the visit day officers start escorting those who were first in out of the visitor room.

Prison Life

CI Rivers house their inmates in two-person cells. Inmates will not be able to have their own cell. They will have to share their cell with at least one other inmate. All cell assignments are completely randomized.

In 2009, the CI Rivers had one on-site physician that oversees the entire prison. CI River has NO on-site medical service. The on-site physician works less than 40 hours a week. Facilities that are the same size as CI Rivers have nearly two full-time physicians and even have on-site medical services available on the weekend.
