Most of the time, the crimes are non-violent. Houston Residential Reentry Management is operated and managed by the Federal Bureau of Prisons.
Houston Residential Reentry Management not only serves the Federal Bureau of Prisons, but also the United States Marshals Service, federal courts, local corrections, and state corrections.

Inmates in the Houston Residential Reentry Management are housed in dormitory-style housing. All inmates will have to share their space with their fellow inmates. All housing assignments are completely randomized.
The Houston Residential Reentry Management provides their inmates with an atmosphere that they are not in prison. They have a very low staff-to-inmate ratio. They do not have fences securing the premises either. They want this atmosphere to feel as if the inmates are not in a cage because it helps inmates’ transition to society much easier.
All inmates that can physically work, will be enrolled in a work assignment. Many work assignments are held outside of the facility doors. Inmates will be allowed to work out in their local community doing a variety of jobs.
Inmates are encouraging to not only pick up job skills, but they are encouraged to enroll in the educational and drug programs they have to offer. They want all inmates to continue to work on themselves and prepare for what is to come when they are finally released from the Houston Residential Reentry Management.
