FCI Texarkana is commonly known as the Federal Correctional Institution, Texarkana. The facility is a low-security federal prison in Texas. It houses male inmates. The prison is operated and managed by the Federal Bureau of Prisons. 

Adjacent to the Federal Correctional Institution, Texarkana is a minimum-security satellite prison camp. It houses male inmates. It is also operated and managed by the Federal Bureau of Prisons. 

FCI Texarkana opened their doors in 1940. Some notable inmates at the FCI Texarkana include Keith Judd who was convicted for extortion during the 2012 general election. Judd was sentenced to 17 years.  Ray Nagin was convicted for wire fraud, money laundering, and bribery. Nagin was sentenced for 10 years. 

FCI Texarkana is situated in the northeast portion of Texas.

Sending a Mail/Care Package

Inmates can receive written letters from their family and friends back home. These letters cannot contain any unused writing paper, envelopes, and stamps. These items can be purchased by the inmates at the commissary. 

Inmates cannot receive letters that have foreign stains such as, cologne, lipstick, and perfume. Inmates cannot receive packages from their family and friends. Inmates will need to have prior written approval from their unit supervisor before they can receive any packages. 

The only packages they can receive is their release clothing and any authorized medical equipment. 

However, inmates can receive newspapers, books, and magazines. These items must be sent to the prison directly from the publisher. You can use sites like Amazon for this. Books will need to be paperback. Hardcover books are not permitted. 

Before you send any books, magazines, newspapers, or letters, make sure you know if the inmate is in the main campus at FCI Texarkana or if they reside in the satellite prison camp.

Do NOT send money to an inmate using the FCI Texarkana address. All funds sent through the mail must be addressed to a processing center in Des Moines, Iowa. This applies to all Federal inmates, regardless of where they are incarcerated.

Email

The last way to stay in touch with an inmate at FCI Texarkana is through email. Email is also through Trulincs.

The email program is funded by the inmate trust fund, which is kept up with purchases from the commissary, the telephone service, and fees paid directly to Trulincs.

Admissions and Orientation Handbook

Commissary

The commissary was founded in 1930 by the Department of Justice. The Commissary was placed in all Federal Institutions. 

The commissary allows inmates to shop for “luxury” items while they are in prison. Funds are typically deposited by their friends, families, and their prison jobs. 

Inmates have a spending limit of $360 per month. The commissary is only open on a designated day of the week where they can utilize the shop.

Legal Activities

Even when in prison, you may still need legal counsel. There are strict procedures one will have to follow to obtain legal reference materials alongside their legal counsel.

Visitation

Inmates can have visitors while they are held at the FCI Texarkana. The visitors will need to be in on the approved list. Every inmate in the party will need to be on the approved list. To be put on the approved list they can either do it themselves at the Federal Bureau of Prisons or they can have the inmate to do it from the inside. 

All visitors over the age of 16 will need to supply either a driver’s license or a state identification card. 

The visiting hours at the main campus and the satellite prison camp are the same.

Dress Code

When visiting the facility, please dress appropriately. No miniskirts, halter tops, or other clothes not suitable for a job interview. If such clothing is worn, you will be denied visitation.

The visiting starts in first in, first out type of fashion. No new visitors will be allowed in 45 minutes before the end of the visit day. 45 minutes before the end of the visit day officers start escorting those who were first in out of the visitor room.

Inmates that are housed in the main campus of FCI Texarkana are either housed in two or four-person cubicles. Inmates can also be housed in dormitories. These dormitories can house up to 40 inmates.

In the satellite prison camp, inmates there are housed in dormitories. Inmates will have to share their space with their fellow inmates.

Keep in mind that the main campus at FCI Texarkana does not house the Residential Drug Abuse Program. Only the satellite prison camp houses the Residential Drug Abuse Program. With the Residential Drug Abuse Program, they are housed in separate quarters than the general population. The program is 500 hours. When the inmate successfully finished the program, they can have their sentence reduced by one year.
